I don't have a felt wall, so my bed with a white background is where I lay things out and move them around. Scrappy Hankie Part One if you missed it.
Move the blocks around until you like them.
This is what I like
Each block will be set in a border. I lay the fabric out that I think will work.
I didn't want to purchase fabric so this is from the closet too
This is the border the white and blue and off set with the orange flowers
Cut 17 White - 3 1/2' x 24"
Cut 12 - Orange - 3 1/2" x 3 1/2"
Sew at shown above
And sew 4 rows of
Orange, White, Orange, White Orange as the cross borders
